Add support for ubuntu 24.04

I'm not 100% this change is all what needed but:

• I tested it locally and it seems to work. I also confirmed it works differently for ubuntu 22.04 & ubuntu 24.04 on a package that indeed have different system dependencies on both version (rTorch and its pandoc-citeproc dependency)
• This seemed to do the trick in Support Ubuntu 22.04 #705
