Add fumen support

Related partly to other statistics based enhancements such as highscores and replay. Fumen can do a lot, but we'll probably just use it to place blocks at their final position to avoid needing to account for any more obscure requirements in potential rotation system differences that aren't accounted.

This requires finding some reference or figuring out how the encoding step works since the documentation around is pretty sparse.
