[BUG] postgres version is not supported

in docker-compose.yml:

services:
  taiga-db:
    image: postgres:12.3

According to postgres v12 (and v13) are no longer supported. I would suggest upgrading to something rather more recent.

Please note that v18 changed something with the mount points that needs attention. See docker-library/postgres#1259
