test(steering): adjust integ test system prompts to reduce flakiness

Description

Steering integration tests were occasionally failing because of non deterministic LLM behavior. This change enhances the system prompt.

Running the following passed each time.

for i in {1..25}; do hatch test tests_integ/steering/test_llm_handler.py::test_llm_steering_handler_interrupt; done

From #1280 , I also addressed a small comment to switch from if/else to match.
