MNT: chmod 644 on non-script modules

Closes #9668 (Originally I wanted to wait for #9520 but then I saw the problem is more widespread than a few CSV files, so here we are...)

This PR addresses unnecessary 755 mode on files when it could be 644. I spared those in scripts folder.

Note: find jwst/ -type f -executable | xargs chmod 644
