JP-3838: Update README description of CRDS setup

Resolves JP-3838

This PR addresses JP-3838 regarding proper usage of the CRDS_SERVER_URL in both internal and external network configurations.

Tasks

• request a review from someone specific, to avoid making the maintainers review every PR
• add a build milestone, i.e. Build 11.3 (use the latest build if not sure)
• Does this PR change user-facing code / API? (if not, label with no-changelog-entry-needed)

  • update or add relevant tests
  • update relevant docstrings and / or docs/ page

I didn't test the instructions myself, but they look reasonable and I trust they work. The text looks good to me.

It appears that https://jwst-pipeline.readthedocs.io/en/latest/getting_started/quickstart.html also needs the same changes.
