Why do you think bors is confused? It looks like it's just waiting for the review comment. There have sometimes been glitches with bors when updating GitHub Actions config, but that's after approval. Anyway, this looks good, so let's try it! bors r+ |

This increases the minimum Rust toolchain requirement from 1.31 to 1.36.
