[Remote] Enable https by default in locally hosted container when http transport is enabled

• When http is enabled, ensure that communication defaults to http. Provide error message - https is required by default.
• Launch Azure MCP server using https with a development certificate
• Use a "dangerous_" switch to override with http behavior.

The first two items are addressed by the HTTPS-redirect work, and the remaining documentation task belongs in the development docs. This is not blocking customers but it's for dev doc, closing this issue and tracking the final item in a new one: #1190 .
