Description:

• New: Added --config command-line option
• Fix: Handle file names with special shell characters
• Fix: checking if database is locked

Benefits of this PR and context:

• Code optimized to remove redundancies
• Added Bash unit testing
• Made everything a function
• New versions of actions in BuildImage.yml
• Increased Docker build stage Linux baseimage version to 3.22

How Has This Been Tested?

Automated code linting and unit testing.
Run in separate Docker development/test environment.
Functional changes deployed from development repo and running in personal environment.
