Use containerd overlayfs snapshotter by default

Docker started supporting containerd snapshotter since a while. Docker Desktop added it as a flag in February 2022 with 4.12, and declared it general available in February 2024, along with marking it the default for new installations in September 2024 with Docker Desktop 4.34.

The feature seems mature enough to rely on it. Let's make it the default backend in Home Assistant OS as well.

It seems that containerd overlayfs snapshotter stores the tarballs by default, but this can be opt-out from using discard_unpacked_layers flag.

What would be the advantage of keeping the packed layers? Can we force containerd snapshotter to rewrite the layers (in case we suspect on-disk container image corruption).

There hasn't been any activity on this issue recently. To keep our backlog manageable we have to clean old issues, as many of them have already been resolved with the latest updates.
