Our .NET 10 RC 1 release branch failed on a .NET upgrade with:

$(DisableTransitiveFrameworkReferenceDownloads)to solve this problem, as it prevents the .NET SDK from restoring ASP.NET or Windows Desktop packs.I noticed this specific project had its own
Directory.Build.propsfile, but it did not set$(DisableTransitiveFrameworkReferenceDownloads), so I added it.Bringing this change to
main, so this won't fail in future .NET 10 releases.
