Feature: enable auto deployment trigger post deployment app change

Once the deployment app has been changed, the user should be able to opt for auto triggering deployment for all affected apps

🎤 Pitch

Because deployment app change api is a bulk request, it is difficult to trigger deployment for each and every apps. To ease this problem, we need to introduce a flag to let users opt for auto deployment trigger for all affected apps (in async).
