Fix
Fixed by disabling caching for all
*.htmlfiles in service worker definition for Workbox.Testing setup
Ran using
docker run -it -p 127.0.0.1:8443:8443 -v "$HOME/projects:/home/coder/projects" codercom/code-server --allow-httpthen served with valid cert usingngrok http 8443.
