Support automatically taint GPU nodes #166

GKE GPU node pool supports automatically adding node taint.
Why is this needed:
Remove manual node taint for GPU node, and avoid scheduling it inappropriately.

This enhancement requires the following artifacts:
- Design doc
- API change
- Docs update
The artifacts should be linked in subsequent comments.
