Duplicate notifications when downloading contents

When downloading data there's an unnecessary notification. It's a UI bug and everything else works fine.
Steps:

1. Download a random content using incognito tab. In my example I'm downloading https://releases.grapheneos.org/husky-ota_update-2025112100.zip

Results:

The second notification is normal. The first notification is abnormal because I'm using a non-metered WIFI and the download is already started.
