Fix Project Goals updates for September and October

This makes the posts more legible by:

* Rendering Field Projections syntax such as: `x.ref.@f` properly (not
extrapolating those as GitHub usernames)
* Rendering code blocks properly
* Always keeping the "Goals looking for help" header on its own line
* Keeping the detailed updates sections collapsed by default
