Two managers have approved my PR, yet it's still blocked since they are not "authorized" to approve on this repo. Who is authorized? It'd be super helpful if you add a button to show who is authorized to approve the PR that I've made. Thank you!

Are you talking about OSS? If thats the case you can look for closed PRs to get an idea on who to ping for reviews and merging the PR. Look for 3 - 4 recent closed PR to get an idea of who is responsible and has access to approve/review/etc PRs.

One thing make sure the repo is active because some people won't even respond to pings if the repo is inactive, in some cases maintainers and other repo related people won't even give reply to your pings and won't pay mind to your effort that put into that PR in that case just leave them be and move on.
