Heading 1 missing from GitHub individual issue

In individual issues, there is no longer a heading 1. The page starts with a heading 2 and the issue title appears to also be a heading 2. While WCAG does not require a heading 1 exist, it is my opinion that the singular issue should contain a heading 1 as the title to match the UX of other pages on GitHub such as singular pull requests.
