Bug? If the PR review has an image, REST API no returned?

I use this API to get a PR reviews: https://docs.github.com/en/rest/pulls/reviews?apiVersion=2022-11-28#list-reviews-for-a-pull-request
GET /repos/{owner}/{repo}/pulls/{pull_number}/reviews

I found a problem, if the reviews has picture, it will not returned, just returned other no picture reviews, why?

For example:

we have 3 reviews, one is has picture

Then, the API returned 2 no picture reviews,

This happens because the PR Reviews API only returns review metadata (state, user, body) and not embedded assets like images. If a review has a picture, it’s stored as Markdown, but the API won’t show the file itself. To fetch that, you need to use the review comments API (/pulls/{pull_number}/comments), which includes the raw Markdown with image links.

, where I focus on structuring content clearly. GitHub uses the same idea — keeping reviews light by separating metadata from full comment content. Combining both endpoints will give you the complete result.

I did another test, including text and pictures, and the API still did not return this review. So does it mean that it will not return anything as long as there is a picture?

I think this is a bug. The page reviews show and the API response are inconsistent. The API can return data without images.

But I don't know what GitHub officials think about this.
