I am blind and uses NVDA as my main screen reader.

The issue occurs both for issues and PRs, and both for list page and specific issue/PR page.
When reading in browse mode with NVDA and encountering a label, the label is read first and then its description. On the opposite, sigthed people only read the label and they can get the description on demand, i.e. putting the mouse cursor on it to have the tooltip. As a screen reader user, I am forced to hear all label descriptions. Having too much information to hear is not really unefficient.

I need to have only the label read, and, if needed, the description should be read on demand.
possible designs to get the description are:

• Ensure that the tooltip is read by the screen reader when it appears and ask users to move the mouse pointer at the position of the cursor; screen reader should have such commands, but I do not know if all have one or if it works well.
• Add a shortcut to such items to get an overlay with the description as you already did for user names for example. With NVDA at least there is an issue with the shortcut key read before the link's text, which forces NVDA users to disable shortcut reporting (Report aria shortcut key at the end nvaccess/nvda#18311). But that's NVDA responsibility IMO.
