What does your PR fix?
Fixes Build brpc failed #23907, updatebrpcto 1.2.0. There is build error with gcc 11, fixed by upstream PR Fix __const__ compile error in gcc version >= 11.2.0 apache/brpc#1783, sync up this fix to vcpkg.
