4.x: Upgrade version.lib.ojdbc to 23.26.0.0.0

Helidon's [policy](https://github.com/helidon-io/helidon/issues/9351#issuecomment-2411990030) is to stay up to date with the latest Oracle JDBC drivers. We should update the `version.lib.ojdbc` property in `dependencies/pom.xml` to use [version 23.26.0.0.0 of those drivers and their related artifacts](https://central.sonatype.com/artifact/com.oracle.database.jdbc/ojdbc-bom/23.26.0.0.0).
