Add in a svg-optimizer workflow for the update-id workflow.

Since most svg editor don't optimize their svgs when export, most contributors need to optimize their files themselves. IPerhaps we can add in a workflow that do it for them instead. The under development update-id workflow also modifies svgs so I'm thinking we can combine both of these into a update-svg workflow.

It will:

• Check which svg files are added in the PR
• Optimize them
• Substitute their ids
• Re-commit it back to the PR.

I found this repo that I think we can use. It seems well-maintained and reputable for our use case.
