Migrate generic scrapers to limited permissions

Following the OKR to move Apify-managed actors to limited permissions, we need to update generic scrapers.

Note that Playwright / Puppeteer / Cheerio / JSDOM scrapers can access non-default storages, if the users want them to. We're making it quite ergonomic as well:

Also the restrictions to the metamorph sounds like a potential problem.

Hmm.. So we shouldn't limit most/all generic scrapers?
What about WCC?

WCC should be fine I think, but we'll need to test it carefully.
